Tender Opportunity: Evaluation, Impact & Social Value Framework for Three 15

Creative Black Country is inviting proposals for an exciting new commission that will help shape how we understand, measure and share the impact of creativity across Sandwell.

As part of Three 15, the Sandwell Place Partnership programme, we are looking to work with a specialist partner to develop a robust, thoughtful and community-led approach to evaluation and social value.

About the Opportunity

This 24-month commission, with an indicative budget of £30,000, will support the development of a bespoke evaluation and impact framework for Three 15.

This is not just about data collection. It is about understanding what really changes when creativity is embedded in everyday life, from individual wellbeing to community connection and long-term cultural sustainability.

We are particularly interested in approaches that combine strong evidence with meaningful storytelling, helping us communicate impact in ways that resonate with communities, partners, funders and policymakers.

Three 15 brings together partners, artists and communities across Tipton, Smethwick and Wednesbury to make it easier for people to access high-quality creative activity close to home.

Through local creative hubs, community-led programming and a shared commitment to wellbeing, the programme builds on over a decade of place-based work in the Black Country.

This commission plays a key role in helping us understand what works, what changes and how we can build on that learning for the future.

What We’re Looking For

We are seeking a partner who can:

  • Design a clear and credible evaluation framework

  • Develop approaches to measuring social value and wellbeing

  • Support community-led and participatory research

  • Help translate data into compelling, accessible stories

  • Strengthen how we use evidence to influence policy and future investment

We welcome applications from individuals, agencies, research organisations and partnerships, including collaborations with universities or academic institutions.
